There are tools to convert troff ot LaTeX. (See
http://www.math.utah.edu/pub/tex/pub/troff-to-tex/) for example. I
don't know how good it is though.
Other possibility is going troff --> HTML --> LaTeX, if you want. M2H
does the first part (
http://www.cs.rit.edu/~lac/m2h.html), and
HTML2LaTeX should do the rest.( See
http://wwwasdoc.web.cern.ch/wwwasdoc/WWW/publications/l2hen/l2hen.html
for that last step).
I haven't tried any of those tools, and don't know how good they are.
I would expect some adjustments to be necessary in the end. However,
it still may be less work than translating line-by-line.
It also raises a question: would it be a good idea to translate the
Amber manual to LaTeX for future releases?
