This is why I still use Frontpage from the Office 2003 (the sweet spot).
It is simple, avoids the need to hack at HTML and works remarkably well
without over complicating things. Sure it has a few issues with formatting
here and there but ultimately it makes rapid editing of static web pages
easy.
