Volodymyr has provided a fix for the ncsu stuff. It compiles and passes
the ncsu serial tests for gcc/gfortran 4.5.2, so I've pushed onto the git
repo. I don't have easy access to RHEL5 machines, but I guess we will find
out soon enough if there are problems. I will be out of email contact for a
while, so if this breaks something, please revert the commit.
