It turns out that this is the key. On my system, after a reboot or new driver
install, the root user has to run deviceQuery (or some other example) *once*;
after that, an ordinary user can run deviceQuery and can run other GPU jobs,
but not before.

I had actually typed "sudo ./deviceQuery" at one point, but that failed
because root didn't get the proper $LD_LIBRARY_PATH. I went on to other
things at that point, not realizing that I really had to complete this step.

I'm noting this here just in case the same thing pops up to some other user.
