amber-developers: ifort LOOP VECTORIZED messages

I'd like to set configure to turn off all the LOOP VECTORIZED messages
that ifort generates. I doubt anyone is paying attention to them, and
all the clutter makes it more difficult to pick out warnings/errors.

Any objections? If not, I'll check it in.
