Yes, this is why we are all so confused and why Dave thought LEaP was
already doing what the frcmod does (since he uses frcmod's all the time)
whereas people like me and Carlos (who most often simply edit our local
parm99.dat files by hand) expected the old behavior of complete
replacement. So, your answer (prmtop) will depend on how you build it and
it is currently not consistent between PLEP/LEaP vs. frcmod in the
behavior...
