[AMBER-Developers] First release candidate for AmberTools21

Hi everyone:

The first release candidate is here:

     https://ambermd.org/downloads/AmberTools21.RC1.tar.bz2

As in previous years, this is what one should be testing, since this is
what users will get. Download and follow the installation and testing
instructions -- I don't want to say more here: if the instructions are
unclear, now is the time to make them better.
