[AMBER-Developers] code freeze date for AmberTools19

Most of you have figured out that I am getting soft in the head in my
old age. Since I'll be travelling next week any way, I'll extend the code
freeze deadline for AmberTools19 until Friday, March 15. But do try to
get everything in by then.

If you are new to the gitlab way of doing things, check out this page of
instructions:

See especially the sections "how to push your changes back to gitlab"
and "how to create a merge request".

As with previous releases, updates to the Reference Manual may be made
after the March 15 deadline. If you have a commit that just affects
Amber.lyx and/or amber.bib, put "[ci-skip]" (without the quotes) at the
beginning of your commit message, in order to skip running the tests.

[Note that [ci-skip] goes at the beginning of the commit message, *not*
the merge request message.]
