I don't think this is a good criterion for the separation, if only because
we would have to re-write a *lot* of current tests to make the 2 second
cutoff, and for minimal gain.
Let's start by looking at the tests that take more than a minute to run, and
asking where they belong. We don't have to solve the
"test-cases-take-too-long" problem in one fell swoop.
