amber-developers: third snapshot of Amber 9 is now available

I have created a third snapshot, info is here:

The remaining testing and porting problems mostly look minor, but we need
to
try to whittle these down to near nothing-ness. The main missing code
pieces
are listed here:

Note also the updated, "final, drop-dead" deadline for the Users' Manual.
Please try to make what we have better:

   -- update literature citations, especially to your papers! This is a
good
      way to get people to read what you've done.

   -- somebody provide some artwork for the cover!
